libiberty-dev software package provides library of utility functions used by GNU programs, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libiberty-dev
libiberty-dev is installed in your system.
Make ensure the libiberty-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libiberty-dev *
You will get with libiberty-dev package name, version, architecture and description in a table
